Wilmer Police Department


 

The Wilmer Police Department has a full-time staff of 21 employees and 1 part-time employee. 16 sworn peace officers include a Chief of Police, Lieutenant, CID staffed by a Sergeant Detective and Detective, 2 Patrol Sergeants and 10 patrol officers. In addition the patrol staff is supported by 2 dedicated Reserve Police Officers. Each member of the department is committed to our vision and mission statement. The department is a 9-1-1 Public Safety Answering Point and operates a 24/7 dispatch center that dispatches for police, fire and ambulance services. The department manages a municipal jail/holding facility.

Chief Victor Kemp is a veteran police officer with more than 33 years law enforcement experience, 14 years of those serving the citizens of Wilmer. He holds a Master’s Peace Officers License and will soon be a graduate of the Law Enforcement Command College through the Law Enforcement Management Institute of Texas at Sam Houston State University. Chief Kemp has experience both at the county level as an Ellis County Deputy Sheriff and the municipal level serving previously as a peace officer with the Cities of Ferris and Ennis, Texas.

In addition to his law enforcement experience, Chief Kemp has formal education in Theology and Christian Education and has a passion for helping and mentoring people which is exemplified through over 15 years of past ministry and Pastoral Leadership as an Ordained Minister.

"For the past 8 years since being appointed as the Chief of Police, we have been under construction as an organization. Policies and procedures are being re-written. Instructors are being developed. Leaders are being developed. Training programs are being instituted. Operational programs are being assessed, evaluated, and revised. Neighborhood Watch Programs and a Citizen’s Police Academy are in the works. Plans are in motion, organizational changes are in progress, and the hope of our full potential can be seen in the visible horizon.

Our goal as a law enforcement organization is to serve the citizens of Wilmer with integrity, honesty and honor. As an organization we pledge to give our best effort to provide a safe environment for our citizens, business owners and visitors in which to enjoy their daily lives.
